We announce a call for participatants in the comprehensive Certificate Program for 2019.
“Anti-Corruption Interdisciplinary Studies” is an educational program devoted to the comprehensive study of corruption as a social and legal phenomenon and methods for its prevention. Top theorists and practitioners in the field of combating corruption from Ukraine, the Netherlands and Germany have been invited to teach a range of courses. The program is highly recommended for representatives of anti-corruption bodies, activists from the public sector, MPs’ assistants, government officials, journalists, lawyers, academics and university students seeking expertise in this field. The program consists of compulsory and selective practically-oriented courses.
To obtain a certificate participants are required to:
– Successfully complete 4 obligatory and 1 selective course;
– Attend not less than 80% of classes;
– Succeed in accomplishing program tasks.
Beginning of the program: September 2019.
Duration of the program: two semesters.
Language of the program: Ukrainian / English.
Venue: National University of “Kyiv-Mohyla Academy”, Kyiv.
Schedule: Thursdays, Fridays at 6 p. m. – 8:50 a.m. Classes can take place on Saturday mornings at 9:30 – 12:20.
Tuition fee: The program is free of charge for 30 participants selected on a competitive basis.
To participate in the competition for a free place, please fill in the application form by 11:00 p.m. September 5 and send the following documents to email@example.com :
– Copy of your university diploma and diploma supplement;
– Certificate of foreign language knowledge (if available);
– Recommendation letter;
– Motivational letter (300-500 words) or video for up to 3 minutes in MPEG-4 format.
In some cases, an interview may be conducted with the candidate.

I. Corruption, Public Policy and Society
The course will outline the causes and preconditions for corruption, reveal the concepts of "domestic" and "top-corruption", "state capture", highlight the peculiarities of corruption in the public and private spheres, characterize the specifics of corruption in various spheres. Students will study theoretical approaches to the interpretation of the phenomenon of corruption (economic, political science, communication perspectives), as well as approaches to counteract it, follow the genesis of the Ukrainian oligarch, investigate corruption schemes in the basic sectors of the economy as well as political corruption and financing of political parties.
II. Legal Framework and Institutional Mechanisms for Preventing Corruption
During the classes students will
The issues of correlation between concepts: "corruption", "corruption offense", "conflict of interests", "other corruption-related offenses" will be highlighted. Students will learn how to choose and apply the legal provisions in the field of prevention of corruption, interpret the law on prevention of corruption, analyze the tendencies of judicial practice in the prevention of corruption. During the course, the students will be presented with the best practice of protecting the whistleblowers in the world.
III. Methodology on Conducting Research on Combating Corruption
The goal of the course is to train qualified researchers and analysts in the field of combating corruption. Students will learn about the strengths and limitations of theoretical approaches and techniques, will work with scientific literature and develop research designs. During the course the advantages and disadvantages of quantitative and qualitative methods of studying corruption will be explained; differences of factor-centered and outcome-centered design will be demonstrated. Сontent analysis, framing analysis, discourse analysis, interviewing and ethnographic research methods are to be elaborated. The final goal of the course is to conduct the own research.
IV. Search and Content Analysis of Information from Public and Private Databases
Students will gain practical skills in the search, collection, processing and use of information in state registries. The notion of "social networks" and the role of networking in corrupt / anti-corruption activities will be considered.
I. Anti-Corruption Compliance
The course will cover the concept of "compliance", the requirements and restrictions of anti-corruption legislation, as well as the peculiarities of creating an effective system of internal compliance. The course will be held in the form of lectures, discussions and workshops on the development of anti-corruption policies and codes of ethics for companies in various business areas.
II. The Right to Access Public Information
The aim of the course is to reveal theoretical and practical issues of the right to access public information as well as the best international standards in this field. The lecturer explains the importance and value of freedom of information, discloses the legal nature and the distinction of the right to access information freedom of information and the right to appeal. The purpose of the course is also to explain the legal grounds for limiting the right to access information, including the use of a three-part test (Part 2, Article 6 of the Law of Ukraine "On Access to Public Information"). An important part of the course is the issue of protecting the whistleblowers as the guarantee for open government and the influence of civil society on public policy.
III. Investigating Corrupt Offences
The course highlights the peculiarities of collecting evidence in criminal proceedings against corruption crimes, the latent nature of corruption crimes, and the main objectives of the investigation. During the lectures students will get knowledge about the concept and types of corruption offenses; about corruption crimes and illegal benefits; will get acquainted with the basics of the methodology of investigation of corruption crimes. The second part of the course will be conducted as the simulation of conducting investigation and case-study.
IV. Qualification of Corrupt Practices
The course is devoted to studying the provisions of administrative and criminal legislation, doctrinal provisions and materials of judicial practice in order to assess corrupt offences correctly.
