Another ACREC event: Public lecture of business ombudsman in Ukraine

ACREC Communication Platform continues in 2019! The first event in the framework of this platform was the public lecture of the Business Ombudsman in Ukraine Algirdas Šemeta, entitled “Council of the Business Ombudsman in Ukraine: A Success Story Worth Knowing”, which took place on February 19 at the Cultural and Arts Center of Kyiv- Mohyla Academy.

This time students of Kyiv universities, public figures, young experts and scholars, as well as representatives of small and medium-sized businesses were present on the event.

The lecture was devoted to the work of the Council of the Business Ombudsman in Ukraine in the context of promoting anti-corruption. In particular, Algirdas Šemeta spoke about the mission of the Institute of the Council of the Business Ombudsman, focusing on the fight against corruption at the level of public administration; outlined the key principles of the Council’s work and the main functions and rights of the Office of the Council of the Business Ombudsman.

It was also useful to find out who can file complaints to the Office, and which complaints admission criteria are there for the case to be considered by the Council of the Business Ombudsman.

According to Algirdas Šemeta, after confirmation of compliance with the criteria, each complaint undergoes such steps as evaluation, investigation, decision and further monitoring. Interestingly, the official assessment of the case is adopted in only 10 days, and the monitoring process is ongoing on a permanent basis and is not limited in time. The very procedure for filing a complaint is as simple as possible and accessible. According to the business ombudsman, all you need to do is to fill out a short registration form on the website of the Council of Business Ombudsmen.

In turn, the Council’s high efficiency is due to the independence and neutrality of the body, a wide range of instruments of action, systematic reporting, and close cooperation with key state and, in particular, law enforcement and anti-corruption authorities in Ukraine. Thus, according to Mr Algirdas, during 2015-2018 as many as 3240 cases were considered and 94% of recommendations were implemented, which is a direct indication of the success.

The business ombudsman also told the audience about the Ukrainian Network of Integrity and Compliance (UNIC) – a wonderful initiative designed to promote the idea of ​​a transparent, ethical and responsible business.

Algirdas Šemeta concluded the lecture on a positive note, with the following: “Anti-corruption effort begins with you. It is important to realize that “to play according to the rules” is much more profitable than to go against them. ”

The speech of the high-ranking official brought about a lively discussion, during which the audience asked a variety of questions – from the cooperation of the business ombudsman with representatives of civil society organizations to the methods of working with the shadow business and the opinion of the ombudsman on private entrepreneurs.

ACREC Communication Platform is an independent platform for communication and exchange of ideas among activists, experts, academics and practitioners in the field of anti-corruption in Ukraine and abroad. The role of Anti-corruption Research and Education Centre within the framework of the Platform is to initiate public discussions and mediate the process of interaction between various agents in the field of combating corruption in Ukraine.

The next event within the framework of the Communication Platform will be held in March 2019 and will be devoted to the work of the National Agency of Ukraine for Finding, Tracing, and Management of Assets derived from Corruption and Other Crimes (ARMA).
