Presentation of the study on “Assessment of the Anti-Corruption Strategy Implementation: Success and Challenges”

A number of anti-corruption laws were adopted in 2014. One of the most notable was the National Anti-Corruption Strategy for 2014-2017, which serves as the roadmap for future anti-corruption reforms in Ukraine. However, the implementation of this strategy over the past two years was not monitored. As a result, the public and the scientific community have assumed the responsibility for the performance analysis of the national strategy and developed an analytical study on “Assessment of the Anti-Corruption Strategy  Implementation: Success and Challenges”.

On March 27th, the essence, methodology and activities to be planned with consideration to research outcomes were delivered in the office of  “Reanimation Package of Reforms”.

According to Anton Marchuk, a research analyst, the implementation of the strategy faced the following major challenges:

  • Delay in launching the program implementation by one year;
  • Low level of technical and material support of agencies tasked with the implementation of the strategy;
  • Lack of qualification of officials responsible for combating corruption;
  • Implementing reforms only in those areas that attract the attention of the international community.

The authors of analytical research have provided recommendations to allow for a significant improvement in the implementation of anti-corruption strategy:

  • Enhancing the skills of officials responsible for combating corruption;
  • Establishment of Anti-Corruption Court;
  • Establishment of agency to search for illicitly exported assets;
  • Public involvement in the process of implementing the anti-corruption strategy;
  • Introduction of the effective educational and training programs on combating corruption for the general population;
  • Building the negative attitude to corruption among the society;
  • Drafting and approval of a new national project on the further development of the strategy.

The study shall be presented to members of the Verkhovna Rada Committee on Corruption Prevention and Counteraction, heads of executive authorities responsible for implementing the strategy, as well as experts and scientists.

The research was presented by the following developers:

2. Oksana Nesterenko – the Executive Director of Anti-Corruption Research and Education Center (ACREC) of Kyiv-Mohyla Academy, professor at Kyiv-Mohyla, Academy, Cand. Sc. {Law}
3. Halyna Yanchenko – the Head of the Anti-Corruption Headquarters NGO.
The Project is implemented by the Anti-Corruption Headquarters NGO  and Anti-Corruption Research and Education Center (ACREC) of Kyiv-Mohyla Academy.
